New License Applicant Plaintiff Criteria


The case will focus on the Commonwealth’s firearms licensing scheme and the shortcomings, delays and faults within it. We will need plaintiffs who are new license applicants (no renewals), and are willing to step up and put their name on a lawsuit to challenge these deficiencies. We are looking for plaintiff candidates that fit all of the following criteria.


You must:

  • Be a new applicant (no renewals) currently seeking either your:
  • Firearms Identification Card (FID), or
  • License To Carry (LTC).
  • Have already taken a MA State Police Approved basic firearms safety course;
  • Be currently experiencing significant delays to either:
  • Get an appointment to turn in an application to a licensing authority,
  • Get an appointment from a licensing authority for an interview, photos, or fingerprints, or
  • Receive a decision on your application from a licensing authority (must be currently experiencing significant delays beyond 40 days after turning in a completed application to a licensing authority).
  • Have no criminal history;
  • Must be either:
  • At least 18 years old if seeking a FID, or
  • At least 21 years old if seeking a LTC.
  • Not be a “prohibited person,” which includes:
  • Persons who are or have been:
  • Committed to any hospital or institution for finding of mental illness, alcohol or substance abuse,
  • Committed by order of a court to any hospital or institution for mental illness, or
  • Appointed a guardian or conservator by order of the probate court.
  • An alien without lawful permanent residence;
  • Currently subject to either:
  • A firearms suspension or surrender order,
  • A harassment prevention order,
  • An abuse prevention order, or
  • An extreme risk protection order.
  • Having an outstanding arrest warrant in any state or federal jurisdiction;
  • Dishonorable discharge from armed forces;
  • A fugitive;
  • Renounced your US citizenship;
  • Have a minimal or private social media presence;
  • Be willing to appear publicly at a court hearing;
  • Be willing to work with GOAL and our attorneys to stay on message.
