Semi-automatics
Chapter 135 of the Acts of 2024 made drastic changes to the laws regarding the possession, purchase, and use of all semi-automatic firearms. This is especially true for FID Card holders, youth shooters/hunters, and non-residents.
New restrictions on FID Card holders:
Chapter 140, Section 129B:
FID Card holders (of any age) are prohibited to transfer, possess or carry any semiautomatic rifle or semiautomatic shotgun except under the direct supervision of a holder of a license to carry firearms at an incorporated shooting club or a licensed shooting range.
- There are only a few "licensed" clubs in the state.
- There is no mention of hunting. There is an exemption for hunting under129C(g), but it is not for FID Card holders. It appears to be only for unlicensed persons under 21.
- There is also an exemption in Section 130 1/2, but again, it only refers to "minors' not FID Card Holders. Further, it does not mention semi-autos where Section 129B is very specific to that restriction.
- The same goes for Section 129C, commonly known as the "exemption" section. This exemption pretty much mirrors Section 130 ½ and uses the same terminology potentially leaving out FID Card holders. It also does not mention semi-autos.
Non-residents:
Under Chapter 140, Section 129C (exemptions)
- Subsection (i) & (j) limits the possession of rifles and shotguns to those 18 or older and they must have a license from their state that has substantially similar requirements to those of the commonwealth for a firearm identification card as determined by the colonel of the state police pursuant to subsection (l)
- Non-residents under 18 are prohibited from possessing rifles and shotguns.
- Bans non-residents under 18 from hunting in Massachusetts.
- Bans all non-residents from using any semi-automatic handgun, rifle, or shotgun for hunting in Massachusetts.
